INDECOM concerned about lack of disciplinary action in JCF

Concern is being raised about the lack of disciplinary proceedings in the Jamaica Constabulary Force, whose members are often accused of misconduct.

The Independent Commission of Investigations (Indecom) says submissions have been made for disciplinary actions for 20 senior officers to the Police Service Commission, as well as the Commissioner of Police.

Indecom’s Commissioner, Terrence Williams, says despite submissions made, dating back to 2013, action is yet to be taken.

He says disciplinary action against senior police members is stymied due to a lack of cooperation from Commissioners of Police, since 2013.

Meantime, a change in leadership tactics is needed in the Jamaica Constabulary Force, to reduce the number of police shootings.

Mr. Williams said there is an acceptance of police using force, as long as, a so-called bad man is killed.

Mr. Williams said, some Jamaicans are only affected, when there is a fatal incident, involving a family member, or friend.

He explains that when senior officers can effectively monitor the activities of junior cops, fatal police shootings can be reduced.

And, Assistant Commissioner Indecom, Hamish Campbell, referred to the state of emergency in St. James, where there has been no report of a police fatal shooting since its implementation.

This he noted is because police activities are being effectively monitored by senior cops.

Meantime, Commissioner Williams said police fatal shootings can be addressed when police officers speak out about cases of misconduct in the force.

He said by doing this, those engaging in corruption can be held accountable.
