PAC: inappropriate for Petrojam craft terms of reference for its own audit

The terms of reference for the forensic audit into billions of dollars’ worth of oil losses at the state-owned oil refinery Petrojam has been completed.

The forensic audit was ordered by Prime Minister Andrew Holness in response to recent revelations from the Auditor General’s report which noted that $5.2 b worth of oil was unaccounted for over a five year period.

Speaking in parliament’s Public Accounts Committee Today, Permanent Secretary in the Office of the Prime Minister Sancia Bennett Templer explained that Petrojam will be seeking a consultant to undertake the audit soon.

However, the Permanent Secretary’s comments did not go down well with the members of the committee, as several expressed concern about the fact that Petrojam was in control of the auditing process.

Chairman of the PAC Mark Golding, said it was inappropriate for Petrojam to be involved in the crafting of the terms of reference.

He suggested that the Major Organised Crime and Anti-Corruption Agency (MOCA) and the Integrity Commission, should be involved in crafting the terms of reference.

Golding’s comments were reiterated by his colleague, PAC member Peter Bunting.
