Opposition Leader Dr. Peter Phillips says clause 41 of the National Identification and Registration bill is in breach of the Jamaican constitution.

Dr. Phillips is urging the government to reconsider its position on the bill.

He says the provisions in the bill which deny citizens access to necessary public services if they are not registered, need to be revisited.

Dr. Phillips also took issue with provisions in the bill that places a fine on those who choose not to register.

Meantime, the Peoples National Party (PNP) has explained the reasons for Opposition Senators voting against the National Identification and Registration bill.

The bill was passed in the senate last evening without support from the opposition.

The Opposition Leader says careful enough preparation was not done to the bill.

He says there were over 100 amendments in the Lower House and further amendments were made in the Upper House.

This he says amounted to a total of 268 amendments to the bill.
