PAC hears that Pertojam Board member remains member of PCJ Board as well

The Public Accounts Committee of Parliament has raised issue with a member of the of the former Petrojam board remaining on the board of the Petroleum Corporation of Jamaica.

An audit of Petrojam found that the board failed to give proper leadership to the entity.

Petrojam previously had three board members who were appointed by the minister, two of whom were on the board of the PCJ.

Subsequent to the change, one person retains his seat at the table of the PCJ board.

This did not sit well with PAC member, Fitz Jackson, who questioned the rationale for the person remaining a member of the PCJ board, despite the failings of the board to give proper oversight.

Chairman of the PAC Mark Golding, pointed to no sanction of the PCJ for its lack of proper oversight.

And, Permanent Secretary in the Ministry of Energy Carol Palmer says measures have been put in place, to give greater oversight to the state owned oil refinery.

An audit found that there was an inadequacy in the established oversight mechanisms, because of a lack of regular meetings which impaired the ability of the refinery to undertake strategic management responsibility.

It also found that the board of Petrojam did not faithfully comply with legally required reporting to the ministry.

Mrs. Palmer says the assessment and review found that there was no representation on the board of Petrojam, and hence no direct access to information.

She adds that at present, the ministry lacks the capacity to provide adequate oversight to its agencies and departments.
