PM promises legislative changes relating to leadership in gov’t entities, following alleged breaches of regulations by AAJ

Prime Minister Andrew Holness has indicated that legislative changes are to be made to prevent the recurrence of issues regarding leadership in government entities.

His comments follow the breaching of the Public Bodies Management and Accountability Act by the Airports Authority of Jamaica, AAJ and its subsidiary in the investment of millions of dollars into First Rock Capital Holdings, a year before the company was listed on the Jamaica Stock Exchange and without the approval of the Ministry of Finance.

It comes in the wake of calls from Opposition Spokesman on Transport, Mikael Phillips, for the government to immediately remove Chairman of the Board of Directors of the Airports Authority of Jamaica AAJ, Fay Hutchinson from office.

Mr. Phillips noted that Mrs. Hutchinson was an investor in First Rock and subsequently appointed a member of its board of directors, adding that her failure to disclose her interest in First Rock at the time of the investment was unforgiveable, and smacked of a conflict of interest and an abuse of office.

Mr. Phillips said further that the minister’s instruction that the Chairman resign as a Director of First Rock does not cure the breaches and failures, and he should have instructed her to resign from the AAJ board, as well.

He called for the National Integrity Commission, the Financial Investigation Division, and Financial Service Commission, to launch a probe into the transactions, to determine which other laws were broken, who is responsible for the breaches and what sanctions will be imposed.

Speaking at a recent press briefing, the Prime Minister said while he has not yet been fully briefed on this specific issue, the government takes keen interest in matters of this nature.

He disclosed that the legislation will seek to address the selection of public sector leaders among other issues.
